Ha'am pmk Merhavia, slight central vertical fold, VF& scarce item as no reg letters known from this period. Estimated value $ 4000 (please see The postal History of the Transition Period in Israel p. 163), signed in pencil on backside by Y. Tsachor with certificate by him. VF & extremely rare!!
