In September 1950, the Prime Minister, David Ben-Gurion, convened sixty leaders of American Jewry in Jerusalem to discuss the distribution of Milwa bonds of the State of Israel, in order to raise capital for the accelerated development of the economic infrastructure of the young country. Less than a year later, a special conference of the main Jewish organizations in the United States opened with the distribution of the first issuance of the "Bonds"
The capital raised over 25 years (85% in the United States, the rest from other countries) was invested in the development of new cities, roads, ports, utilization of natural resources, water and electricity plants and many other projects.
