The Shaarei Chesed neighborhood was established in Jerusalem from 1908 by the heads of the General Chesedim Rehabilitation Committee, headed by Rabbi Naftali Zvi Porush and Rabbi Shmuel Spitzer, and was originally intended for the construction of two hundred stone houses for Ashkenazi scholars, with the best payment conditions and higher housing and construction.
