1928C $20 Green Seal Federal Reserve Note Rare C Series Redeemable In Gold Grades vf+. Series of 1928C $20 bills are quite rare. They were only issued for the Chicago and San Francisco districts. So the serial number on a 1928C $20 bill should start with G or L and all serial numbers end with the letter A. 1928C twenty dollar bills are special because they were redeemable in gold. They read “Redeemable In Gold On Demand At The United States Treasury, Or In Gold Or Lawful Money At Any Federal Reserve Bank.” The above phrase is known as the gold clause.
