The Gaon Rabbi Moshe Hanoch HaCohen was born to his father Gaon Rabbi Ephraim in 1767 in Yarmolinets in Pedulia.
At the age of three, his father died young. Rabbi Moshe married Rebbetzin Sara Sasha, daughter of Rabbi Birach of Grading, who was the grandson of the Rabbi of Berdychiv.
He went to Rabbi Alter of Constantine and asked them to authorize him for teaching, Rabbi Alter replied that he does not give authority,
Rabbi Moshe replied that he had finished and was familiar with all four parts of the Shulchan Aruch, Rabbi Alter replied that I would talk to you. When Rabbi Yehoshua Leib Finkel, Av Beit Din of Chernestrov, passed away, and the leaders of the congregation came to Rabbi Alter to offer them who to accept as rabbi, he replied:
"I have already given a letter of condolence to your student from Grading, go and accept him as rabbi.
Rabbi Moshe served in the Chernivtsi rabbinate for 27 years
