הקונגרס הציוני העולמי ה-23 הוא הקונגרס הראשון מאז הקמת מדינת ישראל והראשון שהתקיים בירושלים, ב-14 - 30 באוגוסט 1951. עד 1956 לא נבחר נשיא חדש לקונגרס ודוד בן-גוריון שימש כיו"ר הציונות בפועל. הקונגרס דן במעמדה של ההסתדרות הציונית העולמית ועל היחסים ההדדיים בינה ובין מדינת ישראל, על חובת עליית יהודים ועוד.
