Fascinating photograph by renowned Jerusalem photographer Ya'akov Ben Dov, apparently on the day of the celebration of the first anniversary of the Balfour declaration.
Representatives of educational institutions in Jerusalem apparently arrived at the ceremony carrying signs.
Of particular interest is the fact that in the center of the photograph there is a [Hebrew] sign that reads "Talmud Torah for the Girls of Jerusalem." Inaugurated by Mrs. Hannah Spitzer, it aroused a huge controversy in Jerusalem at the time.
