The preface states: "This article from my master, teacher, father-in-law the Chafetz Chaim shlit"a was published amongst Yisrael, decades ago. Due to the censor, the author was forced to include in the "HaPeles" journal which was then published, and now it is being printed for the first time and disseminated amongst Yisrael."
The title page has an additional stamp: "from the Gaon, the righteous, author of the Chafetz Chaim shlit"a."
